EoI for Consultancy in GIS Technologies  Terms of Reference for GIS Consultant of Planning & Development Department 

Government of Assam wishes to promote the uses of GIS technologies to provide decision making support at all levels of the government, as well as to provide effective citizen services to the people of the state.

For this purpose the P & D Department, Government of Assam requires the services of a GIS consultant, who will be required to         assess the GIS technologies and solutions based on the needs of the state, both for rural as well as urban areas, and to suggest cost effective means to promote the use of GIS technologies within the  state for establishment of a GIS framework based on MIS on GIS platform to incorporate all relevant sectors of government interface e.g. Agriculture, Water Resource, Revenue, Rural Development, Power, Irrigation, Health, Education, Public Health Engineering etc.

Scope of Works:

·         The existing policy framework of the state of Assam vis a vis initiative in Government of India (NSDI) and NESDI and as appropriate other state part and other government or institute as considered relevant. The policy frameworks should be studied and recommendations for any changes etc, addition/deletion to be suggested after a thorough study by the consultant of the existing system studies. The consultant should suggest establishment of a Nodal Agency to shoulder the responsibility of the GIS unit with mandate backed by policy prescriptions.

·         The technical details and multiple technical solutions available for evolving a GIS framework and its cost effectiveness, the short term & long term  strategy coordination, infrastructure considerations and the immediate requirement s of space and  other equipment for establishing a GIS nodal agency which can be upscaled on a dedicated time line.

·         To prepare a GIS platform which is to be  dynamically linked to the planning process and allocating resource thereof using the same GIS platform for evaluating/monitoring progress of

·         The consultant shall be fully responsible for completion of his/her assignment in a timely manner with high quality of output to the satisfaction of the client.

General Instructions:

Interested consultants are required to register with consultant registration system on the P & D Website (http://planassam.gov.in) , after submitting their proposals.
